The semi-modal at hand is 'be likely to'.
I'm not sure whether would be more likely or would more likely would be better to be used in these sentences. Or is there a better way to write this:
Supreme Court judges who do not have the same views as the Prime Minister would more likely strike down the laws that the Prime Minister brought.
Supreme Court judges who do not have the same views as the Prime Minister would be more likely to strike down laws that the Prime Minister brought.
The semi-modal at hand is 'be likely to'.
I meant semi-auxiliary. I always mix them up.
