Is this a phrase, an idiom, or a metaphor?
And could you please explain the meaning of it.
I couldn't find the meaning in the limited resource that I have.
I thought of using this phrase to mean 'some of life's issues are bigger and some smaller'.
Your assistance would be greatly appreciated.

I would say it's an idiom and it means "to sum up"...............
"We've been discussing this for hours and the long and short of it is that we still can't agree."
"I know United scored a lucky goal, but the long and the short of it is that they were the better team on the day."
