It can mean "mildly evil" - he has a twisted sense of humour.

It can also mean "wound around" - the rope became twisted and it was difficult to sort it out. Or I twisted the flowers in my hair.

It can also mean "to turn" - I twisted my head so that I could see better.

I've never heard it used to mean "drunk/wasted"!
