Please confirm whether we can use ‘be going to’ pattern to replace ‘will’ in this case.

You can use both, but remember that a weather "forecast" is rarely completely accurate. You don't know for certain that the weather is going to be nice next weekend! It's safer to say "The weather is meant to be nice this weekend" or "The weather is supposed to be nice.....", or "The forecast is for nice weather......."
