'the period when' or 'the period where'
Hi, teachers
I have a question about the expressions "the period when" and "the period where."
Which one is correct in the sentence below?
"The only period ______ the growth rate in the number of hours worked exceeded the labor productivity growth rate was the 1980-1989 period."

A period of time is 'a when', not 'a where'.
"The only period _when_ the growth rate in the number of hours worked exceeded the labor productivity growth rate was the 1980-1989 period."
But I don't like the sound of "only period when"; the two underlined words together sound repetitive.
I prefer the two sentences below.
1. The only time the growth rate......
2. The only period in which the growth rate.....
