There are the other type of drivers (I would refrain from saying 'idiots', although that is exactly what I think of them similarly of those who gave them their licences to drive) who can't drive but try to drive, usually at a snail's pace, thereby obstructing the traffic more and imposing a bigger threat to pedestrians than drivers who can drive and race along the streets.
A good driver can control his vehicle better even at higher speeds than a driver who bartered his cow for a driving licence. We should blame equally drivers who can't drive and (so) drive slow -- there are a lot of them.
That's true, and it's a good point.
But there is irresponsible speeding, which kills people; and there's technical speeding which occurs on good freeways with too-low speed limits, and where cops know they can raise State revenue.
Certainly there's nothing funny about lunatics driving dangerously - whatever aspect of bad driving they engage in.
