(1) Here in the States, we have an expression:
spinning one's wheels = wasting one's time and effort.
(2) For example:
I am going to quit this job. I am just spinning my wheels here.
No matter how hard I work, I will never get a high position with
good pay because all the good jobs go to the manager's relatives.
