    Is 'as' necessary in the following:

    A car is considererd as? a vehicle.

    Can I ask why you want to say it this way? A car IS a vehicle. It's not "considered to be" a vehicle.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.

    What about when somebody tells me to do something and I answer him:

    Consider it as done!
    Consider it's done!
    Consider as it's done!

    Am I right or there are other options?

    I was only interested to know whether we use 'as' with 'consider'. I know that my car-example is not the best one, though.
    To make things clear:

    A is considered B - fine
    A is considered to be B - fine
    A is considered as B - wrong

    Am I right?

    Yes, with "as" is wrong, Although it's a very common mistake. It used to happen to me as well
