a rejoinment letter -urgent-

Hey, thanks for this useful site that's first of all.
Secondaly, i had been withdrawen from an English university, the dean asked me to write a letter convincing him that am ready to join the course again.
He asked me to include:
- Why I want to be on this course ?
- What I am going to do when i am in the course ?

I want to know, what are the main components of this letter ?
What is better, to be more 'sorry' or more 'optimistic' ?
What is the approperiate word count for such case ?

This is kinda urgent request, because am an internationl student in UK this is my future, and i have to complete my supplementary which begings in a week, so the sooner you reply, the better it is.

It depends upon the reasons for your withdrawal- if you were at fault, then being 'optimistic' may well sound smug and unapologetic and get you no sympathy.
