I think it's sarcastic. You can be prosecuted under the Trades Descriptions Act if you describe yourself or your company as something you're not. I imagine that Bert Weedon probably promoted himself as a singer/musician, but Alan thinks that he wasn't really talented enough to make that claim.

The O2 is a music venue in London. It's called the O2 Arena, but it's frequently just abbreviated to the O2.
