In informal American, can "hit me" be used for "give me"?

Yes (though I'm not American!) It's becoming quite common in BrE too. It doesn't have to mean "give me" though.

For example, I was recently at a pub quiz and the scores were tied at the end of the evening. One member of the two tied teams had to stand at the front and they were asked a series of questions. The quizmaster said to the first guy "OK. Are you ready?" and he replied "Yes. Hit me with it!" He meant "Ask me the question."

Yes. "Hit me" can either me "give me" or "please proceed." Examples:

Blackjack dealer: "You have 17, sir. Would you like another card?"
Player: "Sure, hit me."

Bartender: "Would anyone care for another drink?"
Patron: "Hit me one more time."

"Hit me up" can also me to telephone or text or page someone.
Fred: "A bunch of us are going out to shoot some pool later tonight. Would you like to join us?"
Frank: "I might. I'll have to see if my wife has anything planned for us tonight. Why don't you hit me up before you leave and I'll let you know."

Ah, thanks for that! One of my American friends said to me the other night as we were parting company "I'll hit you up tomorrow" and as I walked away, I realised I had no idea what she meant!
