What would you say?
"Can you charge the shoes on a cradit card?"

"Can you charge the shoes to a credit card?"
OR
"Can you charge the shoes onto a credit card?"

I wouldn't use any of them. I would use "to pay with a/by credit card".

I would say "Can I pay by credit card?" or, more likely, "...by card?"
