    Default Understood?

    "These Regulations shall enter into force on March 1, 2011, and shall replace all the previous regulation on the subject of ...."

    Is it necessary to repeat "shall"? Or is "shall" understood?

    There's no need to avoid repetition for stylistic reasons in legal documents, which need to be as unambiguous as possible.
