on-level public school education
Hi there,
I have a sentence which I don't understand, could anyone help me:
"The majority of kids who had an on-level public school education will be able to finish this grammar worksheets."
What is on-level in this sentence?

It doesn't read like a native speaker to me- it should be these grammar worksheets and kids seems a bit out of place in the sentence. I assume it means something like of a reasonable standard/satisfactory, but haven't come across the usage.
