Can I call someone that uses hoes a hoer or has it the same meaning as a hoe:))

I don't know that I've ever heard of a profession where one exclusively uses a hoe, but if such a job exists then I suppose "hoer" would be the name for a person that does it.

A farmer who uses a hoe can be called 'hoer' in my language and a bilingual Turkish dictionary defines English hoer as someone that has to use hoes when working.I was wondering if the same goes for English.

I don't think so. If we wanted to refer to him, we'd say 'the man hoeing' rather than 'the hoer'.

The chances of a particular word being needed for a person who utilizes one particular farming implement are rather small. Especially since the Industrial Revolution.
