(I hope I understood your problem correctly).
If the students are not familiar with adjective/verb functions in a sentece, the whole thing may be difficult.
First, I'd ask them to identify what part of speech the underlined words are:
Foreign students often frequent Henry's bar.
Foreign students are frequent visitors to Henry's bar.
After they have fulfilled the task successfully, I would ask them to arrange the words in logical order and reconstruct the sentences, for instance
at / run/ frequent / trains / intervals
summer /frequented/ tourists / Hard Rock Cafe / last
And finally I'd ask them to come up with their own example sentences.
