What does it mean "to publish videos"? Does it mean "to produce them"?

Publish is to make available for others to view.

"Just as simple" as snapping the pictures, I believe is the meaning.

This is what it means. You make it public. In this context it implies that you upload stuff, but you can't conclude from this that there's a general equivalence between 'publish' and 'upload'.
