What's your sentence? I suppose "Signature" must be a Trademark, and it must refer to sort of knitting needles.

This is probably a circular to a group on which everyone has to write on a specimen of their signature for various records.

That, or else there's a list of recipients attached to the circular, and everyone has to sign to show that they've seen it. (I've never met the phrase 'signature circular' though.)
