You could say, "How many prime ministers did India have before Rajiv Ghandi?"

When I was younger I always thought that English language has sure a word to ask about "ordinal status" of things, a word just like "when", "what", "who", ... . But I was disappointed later.

No, not really.
One way we obtain this information is to ask, "Are you the eldest?" The answer then comes as, "No, my brother is older than I".
We are generally not as interested in this information as people in some cultures are.
