Minister-in-charge of Muslim Affairs Yaacob Ibrahim has said the recent comment by Minister Mentor Lee Kuan Yew on the integration of Malay-Muslims in Singapore has brought closure.
Should 'charge' be capitalised?

If it is not an official title, I would write:
The minister in charge of Muslim Affairs, Yaacob Ibrahim, has said....
