Does epilation necessarily involve an electronic device, or even hair removal with hot wax could be called so?

It's usually called 'wax depilation', but I just wonder if Epilation could be a broad title which includes this method too.

Depilation = removing hair above the surface of the skin (eg shaving)
Epilation = removing the whole hair (eg pulling the hair out)
The process doesn't matter.

In the US, at least, the word "epilation" is not commonly used when referring to hair removal. Although there is a product on the market called "Epilady" which uses some sort of coiled spring to rip bodily hair out by the roots. I've never tried one, but the Epilady name has always been associated with extreme pain.
