    1. Is it rude to say silly among the children in 5 years old?

    2. Is it rude to say silly among the adults?

    3. Is it rude for children in 5 years old to say silly to the teacher?

    4. Is silly having meanings in different situation, like teasing someone jokingly, purposely insulting others....?

    1-3 Whether it's rude to say silly things in a certain situation depends on factors other than the silliness of the statement. It's not rude to tell a silly joke. But it is rude to belittle people by saying silly things.
    If you mean, "Is the word 'silly' rude?", then no it's not. If you referring to a word, please quote it. Making it bold doesn't mean the same thing.

    Yes, 'silly' is a very broad word, which has a lot of meanings. Basically it means "not serious". It can also mean "stupid" ... well you can read a dictionary.
