I would be very grateful if you could tell me your point of view to the following question.... Does someone who has obtained the Proficiency Certificate has equal qualifications with a graduated teacher of english? I mean, in order to teach english as a foreign language..

It is a high level qualification and they may know enough about the English language, but Proficiency is simply a test of language, so it is not equal to a graduated teacher because there's no teaching component.
