Me too! I have no idea why scene would be used and be scene doesn't make sense. In my opinion it is a mistake, but more context/information would help. Where did you come across this?

Sorry, I really don't know what you are talking about in your second sentence. Maybe someone else can comment on that.

As for my second sentence, we have some kinds of Japanese words which are called 'Dajare'.

for example;
Toile ni ittoile! : Go to the toilet! = 'toile' here has the same pronunciation but the each meaning is different.

See and be scene in that case sounds like someboy's idea of a pun.

I've no idea what the intended meaning might be.

"See And Be Scene" is the title of a song by the band The Hard Lessons (2007). If this is where you came across the phrase, isohiyo, then as Rover says it's somebody's idea of a pun. It might be trying to combine the idea of "being seen" and "being part of a scene" (for example, the fashion scene, the pop scene etc) but the lyrics shed very little light on this.

I could made out like this;
It has no special meaning as a proverb or historical events, but somebody's idea of a pun.
might be: "being seen" + "being part of a scene"
