Could you please tell me the rule on this??

I am the one who has the ability to . . .
"I" is a first person singular pronoun. (I have)
"One" is third person. (one has)
In a sentence with a compound subject where the component parts
are in a difference person, the part closest to the verb determines
the form of the verb to be used.
