2-This game is very popular in Liverpool, unlike the other cities in England.
3-Unlike in the other cities in England, this game is very popular in Liverpool.
4-Unlike the other cities in England, this game is very popular in Liverpool.
Meaning: This game is very popular in Liverpool but not in any other cities in England.

You need "in". Without "in" you're going to have yourself a dangling modifier.
