I want to know which sentence is meaningful and grammatical
I graduated from the secondary school with a high rate
or
I got a high rate in the 3rd secondary

Neither sentence is grammatical as they don't end in full stops.
As for being meaningful, 'with a high rate' is not colloquial. Perhaps you mean 'with good grades'.
The second sentence is meaningless.

What do you mean by 3rd secondary? Rate should probably be grades/marks, but I have never heard of 3rd secondary.
