In the above sentence, "three months old" doesn't seem to be of the same structure as "kindergarten".
It means: from threee months old to kindergarten age
With "three months old", i could write "The child is three months old."
But with "kindergarten", i don't think i could write "The child is kindergarten."
We do not say "the child is kindergarten"; as Freezeframe noted, we would say "The child is kindergarten age"; We might also say "The child is of kindergarten age".
In "... three of ten local nursery schools - which take children from three months old to kindergarten - were destroyed ..." we understand, "the nursery schools take children from the age of three months up to (the time/age of entry to) kindergarten".
