In Oxfort Advanced Learner's Compass, there is a phrase "earthquake/ accident victims".
Can you tell me which is correct?

I think that 'casualties' is chosen because, even though no one might be injured, there could still be victims. A victim of an earthquake is anyone who suffers in any way, say economically or emotionally, from the earthquake. It's unlikely (but possible) that there would be no victims from a great earthquake.

I think that casualties are physically injured victims of war or a natural disaster but victim could be a victim of a robbery, a swindle or a fraud.
