I think it is to be read literally. The motorcycle stopped and a bunch of dust was kicked up. The dust got in his teeth.

In a car, the driver is protected from rain, dust, mud and other nasties because he's enclosed, but a motorcyclist is exposed to all the elements. If someone suddenly raises a cloud of dust near you while you're sitting on a Hog, the sand and grit will get in your eyes, your teeth, your hair and everywhere else.
