    Do people uncountably "follow procedure" or countably "follow procedures"?

    Not much. I would say that I would use the former when talking long-term, and the latter when talking about the short term.

    All the years I was at school, I followed procedure.
    I followed the procedures (in the instruction book) very carefully, but I still can't get my new TV to work
