Make a speech or give a speech
I'm little confused. We say, students take an exam, but when it comes to speech, a person makes or gives speech. Which one is correct?
Whenever, Ahmadineghad makes/ gives a speech, you can read tons of comic stories about him in opposition newspapers.

I find the answer, there is no difference between them. You can make/give/ deliver a speech.
