Hello everybody,
I used to come across the expression "within someone's power/within the power of smb" as in:
To secure successful language learning is only within the power of a teacher.
But when I looked the expression up in some dictionaries - found nothing.
Do they say so nowadays?

Yes, you quite often hear the expression 'within someone's power'. It means that something is within the control of that person so they are able to achieve it through their own efforts - nobody else is stopping them.
