So, which sentence is correct?

Sentence1:
The existing level of the index is 1122 points, compared with the peak in the last one year period of 1300 points.
Sentence2:

But that's not necessarily the same thing as "the last one-year period." It could be July and he is talking about a period that goes from January to January.

If it does refer to "the last one year period up until now", I'd use "within the last 12 months".
It's true there's some ambiguity in the original sentence. The last one year period may have been in 1990, since when they've been using periods of 2 years. I would write the sentence so that it's unambiguous.
