Can I say the following sentence in passive?
To whom do the records belong? - To whom are the records belonged?
I have tried deduce it. Such as:
Somebody has records.
Record belong to somebody.
Records are belonged to somebody.
Are the records belonged to somebody?
To whom are the records belonged?
Are the last three sentences too complicated?

'Are belonged' is wrong. You only say:
The records belonged to somebody.
To whom do the records belong?
not a teacher
Sorry, not just belong to ? You have written that belonged to.

tedtmc was pointing out that you cannot say, "The records are belonged.
