My question is : 1) Can we use 'future tense (will- be going to )' at in an ıf clause?
Yes - you have produced a good example.
Note that 'will' and 'BE going to' are often used to express futurity. They are not really future tenses,
2) We know that we can use an 'if clause' with in a different way. For example,
I can't know whether you will go or not = I can't know if you will go or not.
Can we use 'future tense' at in this situation? Both these sentences are grammatically acceptable.
