From my memory (which could be wrong), "put a light to" literally means "set something on fire." Then, "put a light to" figuratively (in the way it is used in the example) could mean.....

You're right, though you might more often hear "Put a match to..." in reference to burning something.

What the speaker should have said is "Some one please shed some light on this issue.

"Put a light to" is hypothetically slightly not right?
