Default it was the likeliest thing upon the cards

    Dear teachers,

Would you be kind enough to give me your considered opinion concerning the interpretation of the expression in bold in the following sentence?

As to the latter, when every posting-house and ale-house could produce somebody in "the Captain's" pay, ranging from the landlord to the lowest stable non-descript, it was the likeliest thing upon the cards. (Ch. Dickens, “A Tale of Two Cities”)

it was the likeliest thing upon the cards = it was the most likely that, it was the best bet that
