Can you pay in/with cash all the money owed before you move in?
Can we use either 'in' or 'with' with 'cash'?

I believe it should be "in cash".
pay in cash or pay cash...

This (credible) source lists both:
I paid the driver (in/with) cash.
You can use in/with, but in this sentence, I would only use in.
