2. All hope is not lost.
3. Not all hopes are lost.
4. All hopes are not lost.

When we want to persuade someone not to lose hope, can all four above be used?

Or just say "Don't lose hope!"

In fact, I prefer #2 to #1 - though #1 is also acceptable.
