Passive voice vs Adjective

Which one of the followings is correct?
a) The works are complete (complete is an adjective)
b) The works are completed (passive voice for complete as a verb)

(b) sounds weird to me but grammatically seems correct too.

They are both correct, for the reasons you've given. (The meaning you intend determines which sentence is correct.)
a) The window is open. b) The window is opened.
Note that this only occurs when the adjective is different from the past participle.
For "The window is closed", there is only one version.

The story began like this:
My Supervisor (a scottish) was correcting my letter that I wrote to my Sub-contractor and the correction was "Since your Sub-contract works are complete, we therefore...." . I double checked with him wheather "Completed" is fit here but he insisted "completed" is wrong, eventhough I mentioned about passive voice could be a reason? He said " I don't know about passive voice but this is a present tense".
I asked him because that time I was not aware "complete" is adjective too and he is right. I am asking here is because I guessed I am not wrong too

You are not wrong for suggesting that "completed" could have been used. You are wrong if you said that he should have used "completed".
