Should a defifinite article be used before titles in the following sentences:

    1) The first to speak is Ivan Petrov, THE?? Head of Administration of Tver region.

2)The next person to speak is Oleg Ivanov, THE?? Chairman of the Committee of Natural Resources and Environmental Protection ?

Will it be OK to introduce the speakers at a conference in this way? Or should a title come first?

    I would use "the."

I think it better to give the title first, then the person's name.

I agree. If you watch the news and see, for example, a speaker being introduced, you normally hear:

Please welcome the President of the United States of America, Barack Obama.
Please give a big round of applause to the leader of the Labour Party, Ed Milliband.
And now I'd like to present the Chairman of Micro-Apple Limited, David Proctor.

I agree with what has been said so far, but I think it depends on how well known the person and/or their title are, Thus:

Please welcome the President of the United States of America, Barack Obama.
Please give a big round of applause to the leader of the Labour Party, Ed Milliband.

    But:

Our next speaker is Violet Shrinking, The Headteacher of Nether Wallop Primary School

Huge thanks to you all! (I am not sure about "huge", whether it fits this context, but your comments were really of great help to me.)
