In BrE, we tend to say "half a teaspoon" but I think our American friends say "a half teaspoon". You see the same construction variation in "a half hour" vs "half an hour", and "a half mile" vs "half a mile".
You'll also see and hear teaspoonful as often as teaspoon in all the above phrases. Likewise tablespoon/ful. Rover
