"She finds apartments for foreigners." suggests that is what she does [for a living], so yes, it already indicates that she does it regularly. Another potential word would be "sources". If you said "provides" it would tend to suggest that she owned the apartments concerned.

Interestingly,birgit, you have strangers in your title, but foreigners in your question.
In some languages, such as the French étrangers, the same word is used for both, but not in English.
I also notice that you have different words for them in Swedish.
