    Default Who better to ... than...?

    Everyone’s going to have their own theories about what answer I’m eventually going to come up with, and who better to capitalize on that media market than you yourselves?

    Am I right when I think that 'who better to... than...?' construction works only as a question?

    Yes. You'll sometimes see it written without a question mark; it is sometimes uttered, in the introduction of somebody, without normal question intonation, but it is technically a question - always.
