Default the meaning of "can’t bring yourself to do something"

    Dear all,

What is the meaning of "can’t bring yourself to do something" ?

example : He can’t even bring himself to talk to me.

Does this sentence mean that he is upset/ feels embarrassed if/when he talks to me ?

    Many thanks
