It might depend on context but if you're talking about audio quality, then this is what a Google search revealed:

Unfortunately, I don't have the context. There are some collocations and their meanings:
Dry cow- no longer yielding liquid, especially milk;
Dry humor - clever and shrewd but ironic and subtle;
Dry wine - not sweet, unsweetened;
Dry run - (Military) a rehearsal, an opportunity to practice, a trial exercise;
Dry book - boring, dull or tedious, lacking interest or stimulation;
Dry country - prohibiting or opposed to the manufacture or sale of alcoholic beverage.
(These collocations are taken from "In other words (a course book on translation)" by Mona Baker).
And there is such collocation as 'dry sound'. I looked through the Internet in order to find the explanation. As the result I found this: What is a "dry" sound?. I think that this collocation is connected with music in a way.
