    Is "people" a plural noun or a singular noun?

    Which is correct?
    Some people say / Some people says

    does the rule change if we don't use any determiner?

    "People" is the plural form of "person".

    So it would be "Some people say".

    'People' is normally the plural of 'person'; You sentence must read 'some people say...'. However, with a meaning similar to 'race', 'ethnic group', it can have a plural 'peoples'.
