Some questioners enjoy getting feedback about the nature of their question. These will be the 'externally referenced' people. You can make them feel OK by saying, 'That's a very pertinent question.....'

It would seem to mean people whose self esteem depends upon how they or their opinions are received by others. Most people fall more or less into that category IMO.
