As he is a manager I will go with To rather than Dear :) like

Custom will dictate which you choose. "Dear" at the start of a letter in English doesn't have to have the same "endearment" quality that many people read into it. It's simply a salutation with no intimacy necessarily suggested. However, if it is unusual to address a manager in such a way in your own language, then "To" is a good choice and can't be misinterpreted.
